BENGKALIS – Bupati Bengkalis, Kasmarni mengaku bangga dan gembira, karena jelang satu tahun masa kerja dirinya dan Wakil Bupati H Bagus Santoso, secara perlahan, satu persatu program unggulan Pemerintah Daerah mulai menampakkan progresnya.
Salah satunya dengan disiapkannya anggaran 1 milyar 1 desa dalam bentuk Bantuan Keuangan Desa Bermarwah Maju dan Sejahtera (BERMASA) yang disiapkan secara khusus.
Hal itu disampaikannya ketika membuka secara resmi kegiatan sosialisasi Peraturan Bupati Bengkalis, terkait Bantuan Keuangan Desa BERMASA di Balai Pertemuan Kantor Camat Bengkalis, Senin, 11 Oktober 2021.
“Bantuan keuangan desa BERMASA ini, merupakan anggaran yang memang kita alokasikan khusus di dalam APBD Kabupaten Bengkalis, sebagai wujud komitmen dan janji kami dalam mengimplementasikan delapan program unggulan daerah, melalui program bantuan keuangan satu milyar satu kecamatan, satu kelurahan dan satu desa, agar tercapainya visi “Mewujudkan Kabupaten Bengkalis Bermarwah, Maju dan Sejahtera” atau yang kita singkat dengan tagline BERMASA,” terang Kasmarni.
Melalui program Bantuan Keuangan Desa BERMASA ini, lanjut Bupati Bengkalis, sebanyak 136 desa dalam wilayah Kabupaten Bengkalis akan dikucurkan bantuan keuangan yang bersifat khusus sebanyak 1 milyar per desa. Tujuannya agar desa nantinya, dapat terus bergeliat membangun, sehingga tercipta desa mandiri, maju dan sejahtera di Kabupaten Bengkalis.
Terkait dengan penentuan indikator, tahapan penyaluran, alur penyaluran, monitoring dan evaluasi serta sanksi dari dana bantuan keuangan khusus ini, Bupati menegaskan bahwa telah diatur dalam peraturan Bupati Bengkalis, yang hari ini akan kita sosialisasikan. Sementara terkait juknis pelaksanaannya, akan diatur lebih lanjut melalui peraturan Kepala Dinas PMD Kabupaten Bengkalis.
“Kepada peserta sosialisasi, khususnya Kecamatan, Kepala Desa, Ketua BPD, Sekretaris Desa, Ketua Tim Penggerak PKK serta para pendamping desa, kami minta agar serius serta dapat memanfaatkan moment sosialisasi ini dengan baik. Sehingga memiliki pemahaman terkait bantuan keuangan khusus 1 milyar bagi desa dan tidak menimbulkan pemahaman berbeda serta permasalahan hukum dikemudian hari,” pintanya
Melalui sosialisasi ini, diharapkan juga dapat mensinergikan program bantuan keuangan desa bermasa dengan program bantuan keuangan lainnya, baik dari pusat, provinsi, kabupaten dan desa sendiri.
“Istilahnya, semua harus terintegrasi, agar cita-cita kita mewujudkan desa yang mandiri, bermarwah maju dan sejahtera dapat tercapai dengan baik,” tutup Kasmarni.
“Sebagai pengetahuan kita bersama, bahwa bantuan keuangan khusus 1 milyar perdesa ini tidak bisa digunakan untuk biaya operasional kepala desa. Ingat itu. Namun sebagai gantinya, kepala desa akan menerima tunjangan kenaikan yang telah diatur jumlahnya sesuai petunjuk teknis, dengan pertimbangan semakin bertambahnya tugas dan tanggung jawab kepala desa,” sambung Kasmarni.
Turut terlihat hadir dalam kegiatan ini, Asisten Tata Pemerintah dan Kesra Setda Bengkalis, Andres Wasono, Kepala Dinas PMD, H Yuhelmi, Staf Ahli Bupati, Al Fakhrurrazi, Kepala Dinas Kominfotik, Johansyah Syafri, Kepala BPKAD, Aulia serta sejumlah pejabat di lingkungan Pemerintah Kabupaten Bengkalis lainnya.
